Ambassador to Dominica Zhu Maoming: China's 2026 policy will benefit Dominica in many ways

According to Zhu Maoming, Chinese Ambassador to Dominica, at a recent press conference, China's relevant policies in 2026 contain a number of factors that are expected to bring benefits to the world, with particular attention to cooperation between China and Dominica.

"This year, the Chinese government will focus on the following areas: building a strong domestic market, accelerating the cultivation and expansion of new growth momentum, accelerating the realization of high-level scientific and technological self-reliance, continuing to deepen reforms in key areas, and further expanding high standards Opening up, comprehensively promoting rural revitalization, promoting new urbanization and coordinated regional development, taking stronger measures to ensure and improve people's livelihood, and comprehensively accelerating green transformation, strengthen risk prevention and resolution and security capacity building in key areas," Zhu Maoming said. "These policies have also brought many new opportunities for Dominica."

First of all, he said that China will further expand its high-standard opening up to the outside world. "We will adhere to win-win cooperation, steadily advance institutional opening-up, promote wider international economic flows, and push forward reform and development through opening-up," Zhu Maoming said, "We will promote the negotiation and signing of more regional and bilateral trade and investment agreements, and maintain and develop an open world economy. In addition, we will actively expand imports, promote balanced trade development and raise the level of cross-border trade facilitation."

He pointed out that China will also pursue high-quality cooperation in building the "Belt and Road", strengthen strategic docking with participating countries, and take solid and effective measures to promote infrastructure connectivity, rules and standards connectivity, and people-to-people connectivity. "We will coordinate and promote major landmark projects and 'small and beauty' livelihood projects, expand practical cooperation in emerging fields, and make the results of cooperation better benefit the people of all countries," Zhu Maoming stressed.

In addition, he stressed that China has always demonstrated a responsible attitude, practiced true multilateralism, promoted inclusive economic globalization, and promoted common development and prosperity of the world. "On the one hand, China is the second largest trading partner in Latin America and the Caribbean, and China's ultra-large-scale market provides broad prospects for economic and trade cooperation with countries in the region, including Dominica," he said. "Dominica has many unique agricultural products and high value-added commodities, such as coconut products, rum and traditional handicrafts."

He encouraged Dominica to actively participate in exhibitions and fairs held in China, including the China International Import Expo, Canton Fair and China International Consumer Goods Expo, to promote these competitive products to Chinese consumers. "On the other hand, under the framework of the joint construction of the'Belt and Road', the pragmatic cooperation between China and Dominica in various fields has been continuously expanded and deepened," Zhu Maoming revealed. "In terms of infrastructure construction, the international airport undertaken by the China Railway Fifth Bureau and Key projects such as the six reconstruction schools aided by China are progressing efficiently and orderly."

He pointed out that the smooth completion and delivery of these projects and the early benefit of the people are the common aspirations of both sides. "Small and beautiful projects such as the construction of river bank protection walls, house renovation and community playgrounds have effectively improved people's lives," he said.

In addition, Zhu Maoming explained that in terms of agricultural cooperation, the China Agricultural Technical Assistance Mission has been rooted in Dominica for more than 20 years. "With rich experience, advanced technology and hard work, the team has transformed Dominica's superior agricultural resources, such as abundant sunshine, fresh water and fertile land, into high-quality, high-value-added specialty agricultural products, helping Dominica strengthen food security and promote agricultural modernization," he revealed.

In terms of medical cooperation, Zhu Maoming explained that the Chinese medical team has been providing high-quality diagnosis and treatment services to the local people for many years, curing numerous difficult cases, and training a number of clinical reserve talents for the local area. "Next week, a new group of medical team members will arrive in Dominica for the handover. I wish them all the best in their work here," he said.

Another important topic of common concern to both sides is green development. In this regard, he reported that China plans to accelerate the green transformation in an all-round way, and will be guided by carbon peaks and carbon neutrality, "coordinate carbon reduction, pollution reduction, green growth, and vigorously develop a green and low-carbon economy." "We will improve policies to promote green and low-carbon development, cultivate new growth points such as hydrogen energy and green fuels, implement strict and effective supervision of high energy consumption and high emission projects, and accelerate the withdrawal of backward production capacity," he pointed out.

Zhu Maoming also pointed out that China is taking a number of measures to reduce carbon emissions. He added: "We will work hard to build a new power system, accelerate the construction of smart grids, develop new energy storage, and promote the wide application of green power." According to the ambassador, at present, China has established the most systematic and comprehensive carbon emissions trading policy system in the world, becoming one of the countries with the fastest decline in energy intensity in the world. "At the same time, we provide 70% of the world's wind power equipment and 80% of the photovoltaic module equipment, which has significantly reduced the cost of global wind and photovoltaic power generation and helped developing countries reduce carbon emissions," he said.

Looking to the future, Zhu Maoming said that China and Dominica can further strengthen cooperation in the field of green energy development and transform natural resource endowments such as solar energy and geothermal energy into environmental and economic benefits. "China will continue to uphold international fairness and justice. At present, the world is undergoing profound and complex changes, with frequent geopolitical conflicts, worsening global governance deficits and prominent security problems; unilateralism and protectionism are on the rise, the threat of hegemonism and power politics is on the rise, the international economic and trade order is facing severe challenges, and the world economic growth momentum is insufficient and risks are accumulating; competition among major powers is more complex and intense, and uncertainty and instability have increased significantly," he explained.

"China is willing to work with the international community, including Dominica, to advocate an equal and orderly world multipolarization and inclusive economic globalization, implement the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative, actively participate in the reform and construction of the global governance system, and promote a more just and reasonable international order," Zhu Maoming said. "We will work together to build a community with a shared future for mankind, and create a bright future of peaceful development for the world."

The ambassador noted, "Dominica is an important country in the Eastern Caribbean and a good and trustworthy friend and partner of China in the region." His suggestion is that as a member of the global South, China and Dominica should join hands to safeguard the international system with the United Nations at its core and the international order based on international law. In addition, they should strengthen coordination and cooperation within the United Nations and other international organizations. "China is fully aware that, as a small island developing State, Dominica faces special challenges in areas such as climate change, ocean governance and building economic resilience. China will, as always, support Dominica's legitimate concerns and legitimate demands on these key issues and jointly safeguard the common interests of developing countries," Zhu Maoming pledged.
