The Jinzhou photovoltaic industry is expected to generate 3 billion yuan in output value.

According to a report on the Liaoning Provincial Government website dated May 11, 2007: In 2007, Jinzhou City fully leveraged the preferential policies under the “Five Points and One Line” initiative to vigorously advance the construction of key photovoltaic industry projects and industrial bases, essentially establishing a photovoltaic industry layout comprising “one park and three bases.” The city aims to have more than 13 photovoltaic enterprises, with an anticipated annual output value of RMB 3 billion, thereby laying a solid foundation for developing a photovoltaic industry base with an output value of RMB 10 billion. Key projects under development include Jinhua Smelting’s 1,000-ton polysilicon plant, New Century Quartz Glass’s low-cost polysilicon production facility, Huachang Photovoltaic’s 100 MW solar cell manufacturing line, Sunlight Energy’s R&D initiative for 180-micron silicon wafers, and a solar-powered energy-saving lighting project. The city is also tasked with completing the Jinzhou City “11th Five-Year Plan” for photovoltaic industry development, actively pursuing project applications for the establishment of a PV industrial park, and securing provincial and national funding support, particularly in the form of soft loans and interest subsidies. Effectively carry out supporting infrastructure projects within the park, including electricity, water, gas, and telecommunications. Simultaneously, initiate preparatory work and commence construction on more than ten photovoltaic industry projects. It is reported that the Jinzhou Photovoltaic Industry Base is expected to be included in the list of specialized industrial bases under the national “11th Five-Year” Torch Program.
