Integrated Technical and Commercial Loss (AT & C), a key efficiency indicator measuring the gap between electricity supply and paid-in revenue, showed a decline in data for all three power distribution companies in the capital. Tata Power Delhi Distribution Limited (TPDDL) had an AT & C loss rate of 5.54 per cent in the 2024-2025 fiscal year, down from 5.9 per cent in the 2023-2024 fiscal year; BSES Rajdani Power Limited (BRPL) was 6.13 per cent, compared with 6.6 per cent in the same period last year; and BSES Yamuna Power Limited (BYPL) was 6.02 per cent, down from 6.8 per cent in the 2023-2024 fiscal year.

The survey report stated: "After the power sector reform, Delhi's AT & C losses have been significantly reduced, from 52% before the reform in 2002 to 5.90 in the fiscal year 2024-2025. The report also notes that this improvement has been accompanied by a steady increase in electricity demand. Electricity consumption increased from 29.416 billion kWh (29,415.87 MU) in fiscal years 2015-2016 to 30.996 billion kWh (30,996.29 MU) in fiscal years 2025-2026, reflecting the expansion of infrastructure and continued growth in demand.

The Delhi grid is being strengthened year by year. For example, a pilot project was recently launched in Shalimar Bagh, which aims to convert overhead lines underground to improve the reliability of electricity supply. The report also highlights the incentives under the PM Surya Ghar scheme, which raises the capital subsidy to Rs 10,000 per kW with a cap of Rs 30,000.

The report said: "As the country's capital and the commercial center of the northern region, Delhi has a strong demand for electricity. Of all the metropolises, Delhi has the lowest domestic electricity prices. In addition, the city has achieved 100 percent electrification. From 2024 to 2025, Delhi's total electricity purchase was 43.535 billion kilowatt-hours (43,534.52 MU). Of these, 8.52 per cent were sourced locally from Delhi and 91.48 per cent from the central power station.

The survey also noted that an average of about 4.75 million households per month received electricity subsidies in the 2024-2025 fiscal year. Over the past decade, the number of Delhi users rose from 5.26 million in fiscal years 2015-2016 to 7.36 million in fiscal years 2024-2025.
