The scope of the plan has been expanded compared to its predecessor and is consistent with the goals of the Clean Industry Convention promoted by the European Commission. Driving Industrial Innovation

The funding comes from NextGenEU projects under the framework of the Recovery and Resilience Program (PRTR), which aims to strengthen the country's entire value chain related to renewable energy. This includes both mature technologies such as photovoltaics and wind energy, as well as emerging innovations such as renewable hydrogen energy. In addition, it is expected that the assistance will promote new technological and industrial capacities.

The subsidy will be awarded through a competitive bidding system. Beneficiaries must demonstrate that they have incurred costs eligible for the subsidy before receiving final economic support. IDAE will be responsible for managing this process.

Assistance structure and qualified projects

Assistance will apply to projects related to the creation or expansion of industrial facilities dedicated to manufacturing clean technologies. The plan contains two scenarios: one with a budget of 25 million euros for projects with an investment of between 1 million and 30 million euros, and the other with 0.33 billion euros reserved for projects with an investment of more than 30 million euros.

The intensity of assistance will fluctuate between 15% and 35% according to the geographical location of the project location, and the maximum limit will be set according to the type of enterprise applying. SMEs can receive an additional aid intensity bonus.

As Europe faces challenges related to external energy dependence, with its industrial capacity for renewable energy, Spain has positioned itself as a key player. Currently, Spain produces more than 60% of the components needed for solar installations and almost all of the components needed for wind farms. However, there is still significant dependence on certain key elements from external markets.

This new initiative aims not only to drive in-house technological development, but also to ensure a sustainable energy supply in line with Europe's digital transformation and environmental goals. The initiative represents a key opportunity to strengthen local production chains in line with the principles of the EU Renewable Energy Programme.

Continuation of support for renewable energy projects

The RENOVAL 2 programme continues an effort initiated by MITECO through a previous programme, which has allocated € 0.296 billion to 33 projects focused on renewable energy. These initiatives are part of component 31 of PRTR related to REPowerEU, thereby contributing to compliance with national and EU regulations.
