the meeting stressed that in 2026, the inter-provincial economic transactions in the northeast region and the electricity market in the three provinces and one region should be promoted to a new level. One is to ensure the safe and reliable supply of electricity and heat. Improve political positions, strengthen responsibility, pay close attention to the dynamics of energy supply and demand, effectively strengthen energy production and supply, systematically investigate various hidden safety risks, and give full play to the role of market mechanisms. The second is to further promote the construction of inter-provincial trading mechanisms and auxiliary service markets in the Northeast region. Coordinate with the inter-provincial market, three provinces and one regional market convergence, improve the northeast regional inter-provincial medium-and long-term trading and short-term mutual aid trading mechanism, research and exploration of regional standby, FM auxiliary service market construction, through short-cycle high-frequency trading to tap the potential of synchronous power grid resources optimization allocation. The third is to continuously improve the construction of the provincial power market.
