An additional 35 million kilowatts of new energy capacity was installed, as the Inner Mongolia Autonomous Region’s 2026 Regional Energy Work Conference was held.

On December 31, the region-wide energy work conference and industry work safety conference were held in Hohhot. The meeting was guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented the spirit of the 20th National Congress of the Communist Party of China and all subsequent plenary sessions of the 20th CPC Central Committee, earnestly carried out the directives of the Central Economic Work Conference, the National Energy Work Conference, and the tenth and eleventh plenary sessions of the 11th CPC Xinjiang Uygur Autonomous Region Committee, as well as the arrangements made at the region-wide economic work conference. It reviewed the energy work across the region in 2025 and during the 14th Five-Year Plan period, and outlined the key tasks for 2026. Cao Siyang, Secretary of the Party Leadership Group and Director of the Autonomous Region Energy Administration, attended the meeting and delivered a speech. Image

The meeting conveyed the spirit of the National Energy Work Conference and the Regional Economic Work Conference, and briefed attendees on workplace safety in the region’s energy and power sector. At the meeting, representatives from the Hohhot Municipal Development and Reform Commission, the Chifeng Municipal Energy Bureau, Huadian Inner Mongolia Energy Company, Inner Mongolia Electric Power (Group) Co., Ltd., Inner Mongolia Energy Group Co., Ltd., and Inner Mongolia Huineng Holding Group Co., Ltd. delivered model speeches sharing their experiences.

The meeting concluded that over the past year, the region’s energy sector has steadfastly followed the new energy security strategy as its guiding principle and prioritized strengthening the sense of community among all Chinese ethnic groups. Efforts were focused on stabilizing employment, businesses, markets, and market expectations, while vigorously advancing the development of a national key energy and strategic resources base. As a result, the added value of the region’s energy industry increased by more than 5%, and investment in major energy projects exceeded RMB 300 billion. First, the capacity to ensure a secure energy supply has been significantly enhanced. The province has fulfilled the state-assigned coal-supply guarantee target of 795 million tonnes. Total installed power capacity was the first in the country to exceed 300 gigawatts, and outbound power transmission reached 350 billion kilowatt-hours, maintaining its national lead for 21 consecutive years. Second, new energy has played a leading role in the green transition, with remarkable results. Wind power installed capacity was the first in the country to exceed 100 gigawatts, with annual generation reaching 270 billion kilowatt-hours. For more than a decade, it has consistently ranked first nationwide in both installed capacity and power generation. Throughout the year, 90 billion kilowatt-hours of green electricity were transmitted out of the region, representing a year-on-year increase of over 40%. Third, the power system’s capacity for support and regulation has been further enhanced. The Strong Grid Project was implemented in depth, and the construction of the “seven horizontal and one vertical” 500 kV main grid framework in Eastern Mongolia and the “four horizontal and six vertical” 500 kV main grid framework in Western Mongolia was fully completed. The cumulative installed capacity of new energy storage facilities has exceeded 17 million kilowatts, representing a year-on-year increase of 144%. Fourth, the development of new-quality productive forces has gained momentum and is taking shape. Green and intelligent mines now account for 61% and 74% of all operating coal mines, respectively. Ten pieces of technology and equipment in the fields of hydrogen energy, energy storage, and new power systems have been included in the national list of first-of-its-kind major technical equipment. Moreover, the province’s annual green hydrogen output surpassed 10,000 tonnes ahead of others nationwide, placing it at the forefront nationally.

The meeting stressed that in 2026, energy work should thoroughly implement the Autonomous Region Party Committee’s “1571” action plan, vigorously develop a modern energy economy, and build an important national base for energy and strategic resources, so as to ensure a strong start to the 15th Five-Year Plan. We will formulate a high-quality energy plan for the 15th Five-Year Period of the Autonomous Region, continuously strengthen the foundation for secure energy supply, vigorously promote the quality improvement and efficiency enhancement of new energy development, coordinate the advancement of power grid infrastructure and demand-response capacity building, and further deepen reform and innovation in the energy sector. These efforts will provide robust support for building a strong energy nation, proactively yet prudently achieving carbon peak, and fostering high-quality economic development in the Autonomous Region.

The meeting emphasized the need to uphold a bottom-line mindset, rigorously implement the “three controls and three musts” requirements, and focus on four key areas: prioritizing prevention, strengthening foundational work, enforcing stringent supervision, and enhancing capabilities. All efforts should be directed toward successfully concluding the three-year campaign to address the root causes of workplace safety in the energy and power sector, continuously improving intrinsic safety levels, and striving to achieve a dual reduction in both the number of accidents and the death toll.

The meeting stressed that the period at the end of the year and the beginning of the next is a critical time for meeting peak winter demand, and ensuring energy supply and workplace safety carries immense responsibility. It is essential to enhance risk awareness, strengthen bottom-line thinking, and firmly uphold work responsibilities. Close attention should be paid to dynamic changes in energy supply and demand, with enhanced overall coordination. Solid efforts must be made to ensure the stable supply of coal, electricity, and oil and gas, so as to guarantee that the public spends a warm winter and a peaceful New Year. Image
