85 electrolyzers! Public Announcement of the Winning Bidder Candidates for the Huadian Damiao Banner Hydrogen Production Station Project

Another key green hydrogen project of China Huadian Corporation has achieved another significant milestone.

According to the e-commerce platform of China Huadian Corporation, on December 30, the shortlisted bidders for the second tender of the survey and design services for the hydrogen production station of the 1 million-kilowatt wind–solar-to-hydrogen project in Damao Banner, Inner Mongolia, under Huadian Group’s new energy portfolio, were publicly announced.

The announcement indicates,

According to previously disclosed information, the project’s tender notice was published on November 27.

The project is located in Damao Banner, Baotou City, Inner Mongolia Autonomous Region. It will develop 1 million kilowatts of new energy generation capacity, comprising 700MW of wind power and 300MW of photovoltaic power. Construction will include 88 water electrolysis hydrogen production units, each with a capacity of 1,000 Nm³/h, along with associated supporting equipment. The combined annual hydrogen production capacity of these units will be 547 million Nm³. Notably, the hydrogen-production component of the project has recently undergone significant revisions to its scope and investment amount. Public records show that the project was approved on June 27, 2025. The approval document at the time specified a total investment of RMB 6.765 billion and planned to construct 126 water electrolysis hydrogen production units, each with a capacity of 1,000 Nm³/h, to achieve an annual hydrogen output of 547 million Nm³. As of December 3, changes were made to the project’s scope and investment: the total investment was reduced to RMB 5.767 billion. The hydrogen production facility was reconfigured to include 83 alkaline electrolyzers with a capacity of 1,000 Nm³/h each, one 2,000 Nm³/h unit, and one 3,000 Nm³/h unit, for a total of 85 electrolyzers. Consequently, the annual hydrogen production capacity was adjusted to 47,000 tonnes. It is worth noting that China Huadian Corporation’s green hydrogen initiative in Damao Banner, Inner Mongolia, has already begun to yield results. Another key project—the Damao Banner 200 MW renewable energy-based hydrogen production demonstration project—was successfully commissioned in November 2024. The commissioned project has an annual green hydrogen production capacity of 7,800 tonnes and an electrolysis-based hydrogen production capacity of 12,000 Nm³/h, laying a solid industrial foundation for the advancement of this 1 GW wind–solar-to-hydrogen project. The public announcement of the shortlisted bidders for the core survey and design phase of the hydrogen production station project has been finalized, signaling a key milestone in the project’s preparatory work and bringing it one step closer to formal construction commencement.
