In 2025, the three northeastern provinces have newly planned 14 large-scale green hydrogen–ammonia–methanol projects (see table).

Leveraging its abundant wind and solar resources and established industrial base, the three provinces of Northeast China are rapidly emerging as a core development hub for green hydrogen and hydrogen-based renewable energy industries in China. Since 2025, with the commissioning of several landmark projects—including Shanghai Electric’s Taonan green methanol plant, State Power Investment Corporation’s Da’an green hydrogen-to-ammonia facility, and China Energy Engineering Group’s Songyuan hydrogen–ammonia–methanol integrated complex—the regional industrial ecosystem has entered a phase of substantive development. As benchmark projects drive industrial upgrading, the pace of project filings for green hydrogen initiatives in the three northeastern provinces has also accelerated in tandem. According to a review of public information by Carbon Hydrogen Energy Network: From the perspective of investment entities, central state-owned energy enterprises such as China Huadian, China National Nuclear Corporation, and China National Coal Group have emerged as the main players in this field, with a clear trend toward larger-scale projects. On June 3, the China Huadian Yushu Hydrogen-Based Energy Integrated Demonstration Project completed its filing, with a total investment of RMB 3.121 billion and an annual green hydrogen production capacity of 32,000 tonnes. On June 25, the chemical processing component of the CNNC HuiNeng Tongyu Green Hydrogen-Based Energy Integrated Project in Jilin Province was filed; the project plans to build a 1.8-million-ton-per-year green methanol production line, making it CNNC Group’s largest green methanol initiative to date. On November 12, the synthetic ammonia section of the China National Coal Group Green Energy Siping New Energy–Chemical Coupling Integrated Project was also filed, with a total investment of RMB 2.917 billion and a core hydrogen production capacity of 75,200 Nm³/h.
