According to the tender announcement: This project is divided into one lot and comprises three main sections:
Section 1: Full-phase survey and design for this lot;
Section 2: Procurement and construction of equipment for the 1,000 MW photovoltaic power plant (with a rated AC-side capacity of 1,000 MW, a DC-side installed capacity of 1,182 MWp, and a capacity-to-generation ratio of 1.182);
Section 3: Procurement and construction of equipment for the 330kV step-up substation and the transmission and transformation lines. Tender Scope: Equity investment in and EPC general contracting for the 1GW Phase II Silica-Based Photovoltaic Project in Lingwu, Ningxia.
(I) Equity investment. Ningguo Yunrui New Energy (Lingwu City) Co., Ltd., as the project entity for this project, is responsible for project investment and financing, construction management, operation, and maintenance management, among other tasks.
The project’s equity capital amounts to 20% of the total estimated investment (RMB 619 million), and the current equity structure is 100% owned. The successful bidder in this tender (if a consortium wins, the party within the consortium that makes the equity investment) shall provide a commitment letter (if the bidder is affiliated with a group company, the commitment letter must be issued by the group company) expressly agreeing to acquire, at a price no lower than RMB 303 million, the 49% equity interest in Ningguoyun Ruiyuan New Energy (Lingwu City) Co., Ltd. held by Ningxia State-owned Capital Operation Group Co., Ltd., and to comply with the Procedures for the Supervision and Administration of Transactions Involving State-owned Assets of Enterprises (Order No. 32 of the SASAC of the State Council and the Ministry of Finance) in carrying out the equity transfer procedures.
(II) EPC General Contracting
The bidder's scope of work includes but is not limited to: project investigation, preliminary design, construction drawing design, as-built drawings, procurement of equipment and materials as well as spare parts, procurement and installation of equipment, electrical and control systems, construction and installation of building projects, equipment commissioning, system integration, joint trial operation, technical training, operator training, and acceptance testing, etc. See the technical requirements in the tender documents. Bidders shall include a preliminary design proposal for this project in their bid documents. The design shall strive for optimal design performance, state-of-the-art construction techniques, and the lowest possible project cost, while also incorporating grid-friendly design principles. The design, construction and installation, and procurement of equipment and materials for the entire project—comprising a 1,000 MW photovoltaic power plant area, transmission and transformation works, and associated 35kV collector lines—shall be undertaken. Upon completion and acceptance of the project, it will be handed over.
Responsible for all phases of the project, including site investigation for the general construction drawings, preliminary design, detailed construction drawings, and as-built drawings; coordination and interface management for engineering design; review of the overall construction drawings and issuance of review comments; preparation of the construction drawing budget; and design coordination. Also responsible for preparing specialized design documents and drawings related to environmental protection, water and soil conservation, safety facilities, occupational health, and fire protection. Additionally oversees procurement, construction, testing, commissioning, trial operation, and the handling of all necessary administrative procedures. The complete scope of work encompasses securing all government-approved documentation; conducting project inspections, tests, individual equipment commissioning, and phased subsystem trial operations; performing full-unit startup; passing quality supervision and acceptance inspections; achieving design performance levels and completing commissioning and final acceptance; ensuring safe and stable grid connection and operation at full capacity across the entire substation; addressing and rectifying any defects; carrying out performance guarantee testing and acceptance for the entire system startup; providing technical and after-sales services; conducting personnel training; and ultimately handing over the facility to operations—covering all activities from standardizing safety facilities through to formal commercial operation. All work involved in completing the completion acceptance shall include, but not be limited to: all types of inspections, tests, acceptances, and permit/approval applications required for the project to commence operation.
