Guizhou: Promoting Full Participation of Wind and Photovoltaic Power Generation in Market-Based Trading

On December 31, 2025, the Guizhou Energy Administration issued the “Administrative Measures for Wind and Photovoltaic Power Generation Projects in Guizhou Province,”部分内容如下

1. Encouragement to Use High-Efficiency Equipment

Wind Power Projects: The use of wind turbine units with a single-unit capacity of 5 MW or more is encouraged. For wind resources with an annual average wind speed of 6 m/s or higher, the adoption of wind turbine units with a single-unit capacity of 6 MW or more is recommended. Furthermore, wind turbine units with a single-unit capacity of 2 MW or less that have been in operation for 15 years or longer are encouraged to undergo equipment upgrades and replacements.

Photovoltaic power generation projects: The module conversion efficiency shall, in principle, not be lower than the advanced levels recommended by national or industry standards. We will actively promote the integrated development of transportation and energy, and encourage the replacement and upgrading of equipment in photovoltaic power generation projects that have been in operation for eight years or more.

2. All new energy generation to be fully integrated into the power market

Systematically advance the development of wind and photovoltaic power generation through multi-energy complementarity, integrated source-grid-load-storage projects, and other models; pilot initiatives such as green power direct trading and virtual power plants; and rationally plan and deploy new types of energy storage. Promote the full participation of wind and photovoltaic power generation in market-based electricity trading. In principle, all grid-connected electricity from wind and photovoltaic projects shall enter the power market, with grid connection prices and trading mechanisms governed by national and provincial policies on the marketization of new energy feed-in tariffs.

3. Project Management by Type

The distributed wind power projects under the “Thousand Towns and Ten Thousand Villages Wind Power Initiative” are managed separately. Roof-mounted distributed photovoltaic power generation projects, as well as distributed wind power projects with a single-unit capacity not exceeding 1 MW and a total installed capacity not exceeding 6 MW, shall not be subject to annual construction plan management. Photovoltaic power generation projects constructed on buildings, as well as on roads or road slopes within the same land boundary of the building, shall be governed by the regulations for commercial and industrial distributed photovoltaic power generation. Agri-photovoltaic and aqua-photovoltaic projects, photovoltaic installations on facility agriculture premises, and small-scale ground-mounted PV power plants are all classified under centralized PV power plant management.

After small-scale integrated transportation-energy photovoltaic power stations spanning county boundaries are included in the annual construction plan, they shall be filed with the municipal (prefecture-level) energy authorities; after those spanning city (prefecture) boundaries are included in the annual construction plan, they shall be filed with the provincial energy authorities.
