Recently, the fourth executive committee meeting of the 13th National Committee of the All-China Federation of Industry and Commerce was held in Changsha, Hunan Province. At the conference, the list of “Outstanding Corporate Social Responsibility Cases of Chinese Private Enterprises (2025)” was released, featuring 60 exemplary practice cases. Tongwei Group was successfully selected with its case titled “Innovatively Building Green Agriculture and Clean Energy Industries in Alignment with the ‘Dual Carbon’ Goals.” Tongwei Group is a large multinational conglomerate deeply engaged in green agriculture and green energy. It currently operates nearly 400 subsidiaries and branches across China and overseas, with a workforce of over 60,000 employees. The company has achieved global leadership in three key sectors: aquaculture feed, high-purity crystalline silicon, and high-efficiency solar cells. For three consecutive years, Tongwei has been listed on the Fortune Global 500, recognized as a leader in both the photovoltaic and aquaculture industries. In the new energy sector, Tongwei Group has developed into a vertically integrated photovoltaic (PV) company spanning the entire value chain—from upstream production of high-purity crystalline silicon and midstream manufacturing of high-efficiency solar cells and modules to downstream construction and operation of PV power plants. This has established a complete PV new energy industrial chain with independent intellectual property rights.

Advancing Toward “Net Zero”

Technological Innovation Reshapes the Path to a Green Industry

In alignment with China’s “dual carbon” goals, Tongwei Group has systematically integrated green and low-carbon principles into its corporate strategy. The company has set a development target of achieving operational carbon neutrality by 2030 and full value-chain carbon neutrality no later than 2050, and has established an action framework encompassing “zero-carbon operations, zero-carbon value chain, and zero-carbon products.” In 2024, the overall electrification rate across enterprises exceeded 95%, with renewable energy accounting for 64.01% of total electricity consumption, demonstrating continued progress in the green transition. In the photovoltaic sector, Tongwei Solar’s cumulative global shipments of PV cells have exceeded 300 GW. The electricity generated annually from these cells amounts to 435.8 billion kWh of clean energy, reducing annual CO2 emissions by approximately 286.12 million tonnes and saving about 131.397 million tonnes of standard coal. This is equivalent to reforesting roughly 1.5666 million hectares and planting approximately 2.86 billion trees.

Leveraging its technological advantages, the company pioneered the “Fishery–Solar Integrated” development model worldwide, integrating photovoltaic power generation with aquaculture. To date, it has developed 56 such facilities, with a cumulative installed capacity of 4.79 GW. Taking the Longpao Base in Jiangsu Province as an example, the project achieves an average annual power generation of 20 million kilowatt-hours, while underwater Chinese mitten crab aquaculture yields 150 metric tons per year. This “power generation above, aquaculture below” model effectively enhances land-use efficiency, stimulates the development of rural tourism such as agritourism businesses in surrounding areas, and establishes a sustainable pathway for synergistic benefits between agriculture and new energy. Integrated aquaculture–photovoltaic power stations are simultaneously reducing carbon emissions in the agricultural sector and enhancing its environmental sustainability, thereby driving the upgrading and transformation of agricultural industrialization. They support local clean energy generation and consumption, making a tangible contribution to rural revitalization.

In terms of sustainable development management, Tongwei has been continuously enhancing its internal governance system. On November 17, 2024, the Tongwei Co., Ltd. Integrated Sustainability Management Platform project officially passed acceptance testing, achieving the objectives set at the project’s inception—“establishing a specialized carbon management platform and advancing internal energy and carbon management.” This milestone has made it the industry’s first corporate sustainability performance management platform. The platform provides features such as standardized carbon accounting templates and task-based carbon inventory management, and it manages 33 carbon footprint projects, 6 carbon reduction projects, 1 carbon credit project, and 347 green electricity and green certificate trading projects.

From the Classroom to the Community

Integrating Public Welfare Initiatives into Daily Life

While advancing the green transformation of industries, Tongwei has consistently embedded corporate social responsibility into its business development. In 2024, the Group continued to engage in community co-creation and social governance through various initiatives, including volunteer service, educational donations, and public welfare partnerships. Several subsidiaries of Tongwei Group have organized volunteer service activities. In April 2024, the Tonghe New Energy Volunteer Service Team organized a “Salute to Workers, Care for Sanitation Workers” event, distributing comfort supplies. In June 2024, Tongwei Solar Pengshan Company held an “Environmental Protection Social Practice” activity, during which the company’s Party branch arranged for primary school students to participate in wastewater treatment experiments and learn about environmental protection.

In the field of educational philanthropy, Tongwei Group has contributed funds to initiate the “Tongwei Sunshine Scholarship Program” in Daofu County. For many consecutive years, the company has worked to improve schooling conditions in high-altitude areas by donating and constructing teaching facilities and enhancing campus infrastructure, thereby creating a better learning environment for local students. Meanwhile, as a key co-organizing partner, it is supporting the “2024 Sichuan Province University Management Consulting Challenge” to foster young talent and promote collaborative development among industry, academia, and research.

Harnessing Light to Empower Development

Promoting Poverty Alleviation in Synergy with Ecological Conservation

Leveraging its strengths in the photovoltaic industry, Tongwei was the first in China to introduce “precision PV-based poverty alleviation,” donating RMB 50 million to establish the “Siyuan–Sunshine Program.” The company has built photovoltaic power stations in Sichuan, Xinjiang, Hebei, and other regions, benefiting more than 100,000 people and shifting poverty alleviation efforts from a “blood-transfusion” model to a “self-sustaining” one. Tongwei Group has leveraged its management and technological strengths in the photovoltaic industry to actively collaborate with environmental organizations. The company has undertaken four expeditions into the uninhabited regions of the Qinghai-Tibet Plateau, donating over 100 kW of off-grid photovoltaic power systems to sites such as the Qinghai-Tibet Green Stations, the Yangtze River Source Water Ecological Protection Station, and the Sichuan-Tibet Green Stations. These initiatives have addressed critical electricity access challenges in the high-altitude, frigid areas of the plateau, thereby making a positive contribution to China’s ecological conservation efforts. In the fields of disaster relief and public health, the company has consistently maintained a rapid response. The company donated RMB 12 million following the Wenchuan Earthquake and RMB 50 million after the Luding Earthquake. During the COVID-19 pandemic, it contributed RMB 10 million and launched the “Angel Nutrition Care Program” to provide ongoing support for primary-level medical care and public health initiatives.

Practical Outcomes

From concept to action, a series of corporate responsibility initiatives are continuously translating into quantifiable, tangible development results. Tongwei Group has successively been awarded the 2024 National Science and Technology Progress Award, the 2024 ESG Corporate Social Responsibility Grand Prize on the 13th BRICS Value List, and the Best ESG Practice Award at the 2024 Observer Network ESG Model Enterprise Awards, among other honors. Enterprises have achieved significant results in social assistance. Through initiatives such as educational donations, environmental science popularization, and volunteer services, they collectively reached over 100,000 individuals from disadvantaged groups in 2024, fostering a harmonious community environment. The co-organized Management Consulting Challenge brought together nearly 500 students from more than 30 universities, thereby enhancing public awareness of the ESG field.

From an environmental perspective, compared with 2023, the company’s emissions of waste gas, wastewater, and solid waste decreased by 27.97%, 33.96%, and 19.98%, respectively. The recycling rate of process water stands at approximately 98%, and eight of the company’s manufacturing sites have been recognized as “National-Level Green Factories.”
