Zhang Fan, male, born in December 1981, a member of the Communist Party of China, holds a doctoral degree from Shandong University and is a deputy to the 14th National People’s Congress. Zhang Fan previously served as Director of the Science and Technology Innovation Department at China Electrical Equipment Group Co., Ltd., Director of the International Department of China Electrical Equipment Group, and Chairman of its international subsidiary, among other positions. On December 23, 2025, the State-owned Assets Supervision and Administration Commission of the State Council announced the appointment and removal of leadership personnel in 10 central enterprises, involving 11 individuals. Zhang Fan was appointed as a member of the Party Committee of China Electrical Equipment Group Co., Ltd. and nominated as a candidate for Deputy General Manager of the company. Zhang Fan has successively engaged in research on flexible AC transmission, power quality, and energy big data. He has participated in several major projects, including the National Key R&D Program project “Research on Key Technologies and Demonstration Application of New FACTS Devices,” China’s first 500 kV DC de-icing and SVC demonstration project, and the world’s first 750 kV controllable reactor development and demonstration project.
