Gansu 200 MW/800 MWh Energy Storage Project EPC Tender

Project Overview and Bidding Scope:

(1) Construction of one new standalone energy storage power station with a capacity of 200 MW/800 MWh using lithium iron phosphate battery technology.

(2) Ancillary facilities. On the south side of the energy storage power station, a multi-purpose building, an underground integrated fire pump room, a hazardous waste storage room, a recreational area, and parking spaces will be constructed. A site for a static var compensator has been reserved and will be developed at a later date when conditions are favorable.

(3) Access road. The energy storage power station is connected to the east–west gravel road on its eastern side via an access road. The road is constructed to Class I terrain, Grade IV highway standards, with a length of 77.8 meters and a subgrade width of 5 meters.

1. Tender Conditions

The EPC general contracting project for the 200 MW/800 MWh energy storage power station in Jiuduntan, Liangzhou District, has been approved for construction by the Liangzhou District Development and Reform Bureau under Document No. [Liang Fa Gai Bei (2025) No. 007]. The tendering entity is Gansu Platinum Han New Energy Co., Ltd., and the tendering agency is Gansu Shuoxing Project Management Co., Ltd. This tender shall become effective upon completion of project filing and approval of the special report on grid connection; otherwise, this tender shall be deemed invalid.

2.5 Planned Construction Period: 160 calendar days (the specific start date shall be subject to the actual date).

2.6 Project Overview and Tender Scope:

2.7 Bidding Method

The bidding will be conducted using the EPC general contracting model.

2.8 Scope of Bidding

This project is a turnkey project. The bidder shall be responsible for all work and associated costs related to the project, from preliminary design through commissioning and operational start-up, to final project completion and acceptance.

3. Bidder Qualification Requirements:

3.1 Bidders shall have independent legal person status in the People's Republic of China, possess Grade II or higher general contracting qualification for power engineering construction, and hold a valid safety production license.

3.2 Requirements for the Project Manager:

The project manager shall hold a Grade-I Registered Construction Engineer qualification and have at least one track record of project management in power engineering construction, with experience serving as a project manager. In principle, the candidate’s age should not exceed 50 years.

3.3 Performance Requirements:

Over the past three years, bidders must have completed at least one general contracting project for power engineering construction or for photovoltaic (wind power) projects.

3.4 This tender will employ a post-qualification review process. Specific qualification criteria are set out in the tender documents.

Bids from bidders who fail the post-qualification review shall be rejected. 3.5 Any legal person, other organization, or individual that has a vested interest with the tenderer and whose participation might compromise the fairness of the tendering process shall be disqualified from submitting a bid. Units with the same legal representative, or different units that are under common control or have a management relationship, shall not submit bids for the same lot or for the same procurement project where no lots have been defined. 3.6 Any entity that has had its bidding qualification revoked or suspended by the competent administrative authority and is still within the penalty period shall be disqualified from participating in the bidding for this project. 3.7 The bidder shall not be listed on the “Credit China” website as a discredited person subject to enforcement or as a major tax-violation discredited entity. Bidders shall submit a credit information report downloaded from the “Credit China” website (www.creditchina.gov.cn). The report must be generated between the date of publication of the tender documents and the deadline for submission of tender documents. Bids with report generation dates outside the specified time frame shall be deemed invalid. If any records of dishonesty have expired, the bidder shall provide supporting documentation.

4. Time and Method for Obtaining Bidding Documents

4.1 Time for Obtaining Bidding Documents: 8:00 on January 1, 2026 to 17:00 on January 5, 2026

Location and Method for Obtaining Bidding Documents: After the bidder’s tender registration materials have been reviewed and approved by the tenderer, the bidder shall contact the tenderer to obtain the electronic version of the bidding documents. The contact information provided by the bidder during tender registration must remain accessible at all times to receive any changes, clarifications, or other relevant matters concerning this project; otherwise, the bidder shall bear all responsibilities arising therefrom. 3. Potential bidders are requested to obtain the bidding documents from Gansu Shuoxing Project Management Co., Ltd. (Room 605, Building 8, Liangdu Mansion, Liangzhou District, Wuwei City).

5. Documents required for bidder registration:

All interested parties are requested to submit the following documents before the deadline for registration and obtaining the bidding documents:

1. Valid business license, tax registration certificate, and organization code certificate (if the three certificates have been merged into one, only a copy of the unified social credit code business license is required);

2. Identity certificate of the legal representative;

3. Letter of authorization from the legal representative and the ID card of the authorized person;

4. A declaration by the enterprise stating that all submitted materials are true and not falsified;

5. A declaration confirming that, within the three years prior to participating in government procurement activities, the bidder has had no major violations in its business operations;

6. The bidder shall provide either the 2024 annual financial audit report or a credit certificate issued by a bank, or alternatively, financial statements;

7. The bidder shall provide proof of payment of any tax type for any one month from 2025 to the present;

8. The bidder shall provide proof of social security contributions for any one month from 2025 to the present;

9. A declaration stating that the bid is not submitted as part of a consortium, and that subcontracting or transfer of the contract is not permitted upon winning the bid.
